I agree to some extent with Jules. We shouldn't go too overboard with the number of fake players we make. There should really be a good reason for grouping things in such a way rather than just possible aesthetic neatness.
Wizards, however, should really own as little as possible. This is the point of the Hacker player and wizards having second chars. Any code written runs (in Unix terms) setuid, and wizard owned verbs are the equivelant of setuid shell scripts. Any unix coder should hear warning bells any second now ;)
The wizzen should really use second players for socialising and only use their wizardly characters for administrative things. Any large amounts of generic code should be owned by hacker rather than a wizard character or wizard's second character because it is generally the responsibility of all the wizzen not one particular player who may leave.
All that said, Wacky has never been particularly neat, and while it would be nice to have this sort of thing sorted out eventually it is lower priority than many other problems.
